Children's Trust


The national ‘Every Child Matters’ programme sets out a new way of working in partnership for all those involved in the planning, delivery and evaluation of services for children and young people. The outcomes of the programme describe how services should benefit the lives of children and young people and require all those who provide services to re-think the way that services are planned and delivered. The outcomes fall into five areas:

  • Be healthy
  • Stay safe
  • Enjoy and achieve
  • Make a positive contribution
  • Achieve economic well-being

The Children's Trust Board is responsible for overseeing the strategic development of services for children and young people in Rutland. Its members are drawn from a wide range of statutory, non-statutory and voluntary organisations, and it is chaired Carol Chambers, Director of Children and Young People’s Services, Rutland County Council. (To read them you will need Adobe Acrobat Reader, which you can download free from the Adobe Website) It will oversee the development, endorsement and delivery of the Children and Young People’s Plan (CYPP) for Rutland and set the strategic direction of travel for services to children and young people in Rutland. Joint Area Review
Rutland services for children and young people were inspected in January. It was an integrated inspection and called a Joint Area Review (JAR).

The purpose of the JAR is to evaluate how well organisations, agencies and services (both voluntary and statutory) work together to improve the outcomes for children and young people in Rutland.

The outcomes are broken down into 36 key judgements and the inspection will evaluate performance in all those judgement areas. As preparation for this, the Rutland CYPSP undertook a self-assessment which examined the collective performance across all outcomes and judgement areas. The self-assessment can be found as a pdf document at the bottom of this page.

As part of the inspection process the inspection team visited two neighbourhoods to talk with service providers, parents and carers and children and young people about the impact that policies and activities have on local outcomes. The two neighbourhoods chosen by the inspection team were Oakham West and Edith Weston.

The report was published on 23 June 2006 and Rutland was awarded 'Good' rating. (Ratings are inadequate, adequate, good or excellent). A copy of the report can be found at the bottom of this page.
